The two-minute version is: drop the unzipped pack into C:\Windows\Cursors\<pack-name>\, open Settings → Bluetooth & devices → Mouse → Additional mouse settings, switch to the Pointers tab, and use Browse to pick the matching .cur or .ani file for each cursor role. Click Save As… to lock the scheme in.
